Intellectual/Developmental
Disabilities Waiver
West Virginia’s Intellectual and Developmental Disabilities (I/DD) Waiver Program is a 1915c Medicaid Waiver approved by the federal Centers for Medicare and Medicaid Services (CMS) for eligible West Virginia residents with an intellectual and/or developmental disability. As a Home-and-Community Based Services (HCBS) program, the I/DD Waiver offers services in members’ homes and communities, as opposed to an institutional setting.
The program is operated by the West Virginia Department of Human Services’ Bureau for Medical Services (BMS), who contracts with Acentra Health as the Utilization Management Contractor, or UMC. As the UMC, Acentra Health is responsible for day-to-day operations and oversight of many aspects of the program. This includes:
- Conducting Annual Functional Assessments with each member that are used to determine the annual budget and by the Medical Eligibility Contract Agent (MECA) to determine continued eligibility;
- Providing education and technical assistance to agency providers;
- Reviewing each agency provider annually and reporting findings to BMS;
- Training and education for members and their supports;
- Processing and addressing member complaints;
- Making determinations on requests for service authorization; and
- Many other tasks as requested.
Acentra Health offers a comprehensive CareConnection© web portal for provider and other stakeholder use. The system accommodates various user roles and is used for data collection and submission.
The Acentra Health Member/Family Liaison is available for questions about the program, as well as to receive and address complaints about service provision. Additionally, a team of Acentra Health staff each year conducts the Consumer Assessment of Healthcare Providers & Systems (CAHPS) survey.

Each I/DD Waiver agency is assigned a Provider Educator for technical assistance, training, and annual review. Agencies are encouraged to designate one staff person to maintain contact with their Acentra Provider Educator, to ensure that information is received and conveyed as effectively and efficiently as possible.
